We measure airflow at the registers and static pressure in the system, find the leaking, crushed or undersized runs, add or enlarge returns, and rebalance. Then we measure again, so the improvement is a number rather than a feeling.
Find the cause, then price the fix.
Measure first — pressures, temperatures, electrical draw, airflow — and photograph what's wrong. Then a written price. If the underlying cause is the expensive one, we say so.
